Commissioner of Vermont’s child welfare agency for 18 years, Bill oversaw major improvements in foster care, treatment services, adoptions, the state’s child care system and a 45% decline in the physical and sexual abuse of children. He has consulted to children’s residential and adult substance abuse treatment programs and to state agencies as a partner in Moore and Young Associates. Bill’s focus at Maple Leaf Farm is on sound management, high quality services and commitment to our mission.
